Camilla G. Cooper is an associate professor of operational law at the Norwegian Defence University College. She has a PhD on NATO Rules of engagement, self-defence and the law of armed conflict from the University of Oslo (2018), and a LLM in Public International Law from the University of Nottingham. She has co-authored the Norwegian Manual on the Law of Armed Conflict, served with NATO in Afghanistan, and represents Norway in NATO Law of Armed Conflict Task Group and on the Board of Directors of the International Society of Military Law and the Law of War. Her latest publication is entitled “From preparing for war to protecting the peace – legal hurdles for effectively dealing with hybrid threats in NATO” (MLLWR 59(2), 2022).
